Vintage hand forged Nogent style chef knife marked ‘Pinay Portias Inoxydable” with nickel ferrule and rosewood handle.
I am not familiar with the brand / maker Pinay Portias but this has all the hallmarks of 1930s to 50s manufacture with a hand forged, hand ground blade and a nickel ferrule with a brazed seam.
